State police records, commercial criminal databases even the FBI criminal records typically start out as county criminal records. Most criminals are arrested, tried and convicted at the county level. The county criminal records are sent to the state and on some occasions to the FBI if it meets the minimum standards required by the FBI. (That right, not all criminal records is reported to the FBI.)
The US court system is structured by county within each state. There are over 3100 counties in the US. The US Department of Justice conducted a survey of prison inmates in 1991. These searches of criminal history searches are conducted manually through direct access of the particular court’s criminal records by a court researcher or the county employee (clerk of courts) when required. The search of the county criminal records may provide detailed records, including arrests, suspended sentences, dismissals, probations and incarceration records. All searches of criminal records are based on Name & Date of Birth.
